Key worker bid

I work for the Daneshouse and Stoneyholme Sure Start in Burnley and am currently trying to obtain funding to set up a key worker system across Burnley for children with Special Needs. I would therefore be interested to know how other key worker projects have been funded and also whether any-one is aware of evaluations of existing projects that would help me present a case to funding bodies.

Also, the area I work in has a high ethnic minority population so I would be particularly interested in any projects set up with similar populations.
